Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Election Guidance, Claims Dutch Watchdog
AI assistants have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a potential threat to democracy just eight days before the country’s general election.
Study Shows Consistent Bias in Chatbot Recommendations
The four chatbots tested by the authority “frequently recommend identical two parties”, regardless of the user’s question or command, the watchdog noted in a analysis released ahead of the late October vote.
In more than half of the cases, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Some parties, such as the moderate CDA, “are almost never mentioned”, despite the fact that the user’s input exactly matches the positions of these political entities, the study indicated.
Official Warns Against Using AI Chatbots for Election Advice
The deputy head of the data protection agency, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that might not correspond to their political views, she added.
“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”
Voting Background and Party Dynamics
The Dutch head to the polls on October 29 in an election that will be keenly observed across the continent for the performance of the PVV.
The right-leaning group of Geert Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA seems to be closing, with numerous electors yet to make up their minds.
Every significant political faction have rejected a coalition with the Freedom party, meaning the party that comes second is most likely to supply the future head of government.
Unintentional Bias Linked to Chatbot Functioning
The AP stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the way AI chatbots operate.
